How to ... use the hierarchy of hazard controls

Definition: A range of hazard control methods arranged in order of implementation preference.

In many cases a range of control methods must be used to control hazards. This page lists various strategies to be considered in order of preference. It is known as the hierarchy of hazard controls.

The emphasis is on controlling the hazard at the source.

Whichever methods you use, remember that in each case their effectiveness should be monitored regularly.

Elimination

The best way to eliminate the risk is to completely eliminate the hazard by removal from the workplace. In a research environment this is not usually a practical method. Therefore other controls must be considered.

Example: reduce excessive photocopying by using email

Substitution

Once the hazard has been identified it may be possible to replace the activity, process or substance with a less hazardous one.

Example: substitute telephone hand sets by head sets where telephone usage is high

Engineering controls

Isolate the hazard from employees with mechanical aids, barriers, machine guarding, ventilation or insulation.

Example: use scissor trolleys to move equipment between benches.

Administrative controls

Establish appropriate policies, procedures and work practices to reduce an employee's exposure to risk.

Examples:

  • job rotation to reduce exposure or boredom
  • timing the job so that fewer workers are exposed
  • redeisgn tasks
  • routine maintenance and housekeeping procedures
  • training on hazards and correct work procedures

Personal Protective Equipment

Provide suitable and properly maintained PPE to cover and protect an employee from contact or inhalation.

Example: provide ear plugs or ear muffs in noisy areas
